In the early 1990’s, Department of the Interior (DOI) and Department of Energy (DOE) leadership dabbled at re-branding the OCS Oil and Gas Program by reversing the order of the words. Clever? Perhaps by Washington public relations standards. One senior manager even changed his license plate from “OCS OIL” to “MMS GAS” (not much competition for those tags 😃). Technical staff were less enthused about this simplistic marketing gimmick that misrepresented the historical and scientific facts about oil and gas production. For many years, natural gas was a byproduct of oil production that was commonly flared. (This practice continues in some regions of the world, although to a lesser extent than in the past.)

Understandably, the Oil and Gas Journal wasn’t very impressed by the change. I saved a copy of their 1/24/1994 editorial (attached) on the subject. Per the OGJ:

We at the Journal love natural gas. But that doesn’t warrant an attempt to repeal the laws of nature and ignore the weight of tradition by renaming everything “gas and oil” this and that.

To their credit, BOEM and BSEE web pages and announcements during recent administrations (both parties) indicate a preference for the more traditional “oil and gas.” (The DOE website largely ignores the existence of either oil or natural gas.) Surprisingly, the American Petroleum Institute (API), an industry trade organization with more than 100 years of history, is now consistently using “natural gas and oil.” This rearrangement of words is not entirely consistent with the interest of API’s members. In the offshore sector, the primary interest of API members is in finding and producing oil. if you think otherwise, look at the EIA GoM gas production data. Most of the Gulf’s declining gas production is now associated with deepwater oil production, and BSEE rightfully requires that this gas be used for fuel or transported for sale. Similarly, gas is a secondary consideration for API members exploring in Alaska given that 35 trillion cu ft of North Slope gas still awaits a pipeline.

Oil companies, and those who represent them, should be proud of their current and historical role in producing oil (and gas) for our economy, security, and way of life; and of the men and women who have toiled to locate and produce petroleum resources for the benefit of society. Are there better energy alternatives? Perhaps, but issues with these alternatives remain to be resolved, and oil and gas will continue to be important. Let’s focus on producing these resources as safely, cleanly, and reliably as possible.

Following the Piper Alpha tragedy (1988) and the Exxon Valdez spill (1989), the Minerals Management Service, under the direction of Dr. Charles Smith, embarked on new research to address the human and organizational factors that are fundamental to offshore safety. An important 1993 report, MMS project 167, Management of Human Error in Operation of Marine Systems by Robert Bea and William Moore, observed that:

High consequence accidents resulted from a multiplicity of compounding sequences of breakdowns in the human, organization, and system; often there are precursors or early-warning indications of the breakdowns that are not recognized or are ignored.” The human element is complex and “states” such as “fatigue, negligence, ignorance, greed, folly, wishful thinking, mischief, laziness, excessive use of drugs, bad judgement, carelessness, physical limitations, boredom, and inadequate.” Environmental factors such as weather conditions, time of day, smoke, and noise further complicate human performance.

COVID 19 has further complicated human performance and facility management. In an effort to better understand human factors during COVID, NOPSEMA (the Australian offshore safety regulator) has partnered with industry, and labor organizations, and universities to survey offshore workers.

Per the survey announcement:

Your unique insight on the impacts of the COVID-19 pandemic on members of the offshore workforce are vital to informing industry and the development of strategies that best support employee mental health and well-being.

BOE is looking forward to learning about the results of this survey and other efforts to better assess and understand mental health challenges facing offshore workers. The effective integration of mental health considerations into management systems is critical to safety achievement.

The oil is most likely from natural seeps, but the Coast Guard is investigating.  Link provided by Cheryl Anderson:

An MH-65 helicopter flew over the area Wednesday evening just before sunset but did not spot any spill or sheen, or any other oiled birds. Coast Guard officials tell KEY News they have contacted the owners of the oil platforms in the channel but none of them have reported a spill or had transferred any fuel or oil in the past day.

From the standpoint of post-Macondo safety and regulatory issues, this concise summary is the most comprehensive and useful report that I have read since the blowout.

I have pasted (below) comments about information management – one of the many important topics considered in the report – and hope you take time to read the entire summary. It is only 12 pages.

Conducting a critical review of the information used to manage major accident risk is one of the measures relevant for the companies. This work could include an assessment of
 the relevance, reliability and modernity of the indicators used to follow up risk trends
 inappropriate use of indicators, incentives and reward systems
 the need for better indicators and other information about the business which can be used to secure an early warning about a weakening in safety-critical barrier elements.
The PSA is of the opinion that the quality of information applied in managing major accident risk is also a question of what overview the players have of their own business, and thereby a question of the players’ own control. The PSA assumes that managing major accident risk cannot be outsourced. In light of the DwH accident, it could be relevant for the companies to review the processes intended to provide the necessary information about the business, assess in part how these processes support a culture of accountability and how various management and audit functions, third-party verifications and so forth contribute in this connection.

Hundreds of witnesses expected.

The trial won’t proceed quickly, if the parties call all the witnesses on their lists.

Transocean’s roster of 304 included 82 of its own employees, 87 from oil company BP, and 18 from cement contractor Halliburton.

BP listed 71 witnesses from Halliburton, 110 others, plus anyone else who has been or will be deposed.

The United States listed 56 from BP, 32 from Halliburton, and 76 others.

“For us, the major goal is to prevent these major accidents from happening,” said Fidel Ilizastigui Perez, an official of Cuba’s Office for Environment and Nuclear Safety Regulation.

“The companies must show that they meet all international standards,” he told the conference in Port of Spain.

Perez said Cuban officials had studied and already implemented oil industry safety practices from Britain and incorporated others from the United States.

Mr. Perez participated in the 2005 International Regulators’ Offshore Safety Conference in London and made a very favorable impression.

Dan Whittle, a senior attorney at the U.S.-based Environmental Defense Fund, said the Cuban government appeared to be taking the safety issue seriously because of the potential economic benefit of the project.

“Cuba has a lot at stake,” he said. “They’re doing the best they can with limited resources and with obstacles to access those resources.”

“I think we’re seeing the beginning of a more international dialogue on what the Cubans are planning,” he added.

PSA has posted the Gullfaks B gas release report in English.  Also posted is the report on a lifting incident at Njord A.  The reports are comprehensive and timely.

The gas leak occurred during leak testing after maintenance work on a production well. The gas derived from a volume trapped between the downhole safety valve and the Xmas tree. It proved impossible to operate the emergency shutdown valves on the well. The leak lasted about an hour, with an initial rate of 1.3 kilograms of gas per second. The volume of gas released is estimated at about 800 kilograms.
No people were injured in the incident, but the leak created a serious position on the installation.

The U.S. House of Representatives has voted to impose deadlines on the Obama administration to issue offshore drilling permits, as Republicans renew calls for greater amounts of domestic oil production amid rising gasoline prices. Dow Jones

Don’t you have to decide how you are going to regulate before setting deadlines? Now that the House has spoken and the bill is likely to die in the Senate, can we engage in a substantive discussion about how to regulate most effectively and efficiently? Congressional hearings?
