Bud, I have enjoyed reading the dialog you had with Mangne on regulatory philosophy and Colin on well control.
I am certain that the Macando/Horizon incident will result in positive regulatory and operational changes for our industry which will be similar to the joint work done after Ivan, Katrina & Rita. As you are aware, the post hurricane work has resulted in improvements and better understanding of station keeping risks & improved mooring systems, better metocean understanding & guidelines as well as better understanding of pipeline and structural integrity.
Certainly, we can agree the Macando/Horizion incident is tragic for both Industry and Regulators, however we must not loose sight that our industry has safely performed these operations without a major incident for over 30 years. Subsea BOP reliability was recently studied by the industry which reviewed recent operations to assess current reliability since the previous work was at least 10 years old. Perhaps you could have a dialog with Frank Gallander at Chevron, the API RP-53 Chariman and comment on what we learned from that exercise. This may be a good starting point for Industry and then Industry can address the other operational and response issues which should be implemented to improve safety and containment.
