Those who closely followed Australia’s Montara Inquiry in 2010 may be less convinced about PTTEP’s expertise. The Montara well suspension program was completely irresponsible. Even though the production casing cement was clearly compromised, PTTEP suspended the well without a single barrier in the well bore. The company was extremely lucky to have avoided a major safety, environmental, and economic disaster. Perhaps they are a very different company now; I certainly hope so.

The PTTEP announcement adds to our skepticism about the motives of some CCS proponents. Is CCS prudent public policy? That question is by no means settled and there has been very little opportunity for comment and debate. BOE has raised concerns and there are no doubt many more that have yet to be addressed.

BOE’s Cheryl Anderson picked up this AP report.  Helicopter accidents continue to be a leading cause of offshore casualties.

A helicopter carrying crew from an offshore drilling rig crashed into the sea off Myanmar, killing three people on board. Eight were rescued.

The aircraft was carrying staff of the Malaysian oil company Petronas from the Yetagun offshore gas field in the Andaman Sea.

The oil field is operated by Petronas Carigali of Malaysia, PTTEP of Thailand and Japan’s Nippon Oil company. Petronas also operates a cross-border gas pipeline to transport gas from Yetagun to Thailand.

PTTEP Exploration Plan

PTTEPAA, through its responsible and proactive response to the Incident has shown its commitment to responsible environmental management.

Comment: Those who read the Montara submissions and closely followed the official inquiry are likely to question this conclusion. Perhaps PTTEP should have emphasized the lessons learned and their commitment to better performance in the future.

Montara Blowout - Timor Sea

SapuraAcergy’s scope under the contract involves the engineering, procurement, load out, transportation and construction activities for the removal and disposal of the existing topside and the transportation and installation of new pipelines, risers, umbilicals, spools, manifolds, FPSO mooring systems and a new replacement topside, all of which to be undertaken at PTTEPAA’s Montara Development Project in water depths of approximately 80 metres. Dow Jones

The work will be performed in 2011.

Comment: What about the Australian government’s commitment to review PTTEP’s license?
