The lease was issued by the State of Louisiana prior to the passage of the Submerged Lands Act and OCSLA. After those laws were enacted, the lease was transferred to the Federal govt (BLM). Interestingly, all of the old lease documents are scanned and accessible at the BOEM lease data center. I took a look at the file for this lease and confirmed that the lease was indeed 5000 acres!
