Somewhere “in the news” during the Macondo incident there was a report that the Canadian gov’t requires a relief well to be drilled simultaneously with the production well. Is this true?
No. This type of requirement has been discussed, but never seriously considered.
Drilling hundreds of unnecessary wells is not in the best interest of safety or the environment. Keep in mind that, at least since 1971, a relief well has not been required to halt the flow from any drilling blowout in US (Federal) offshore waters. This includes Macondo, which was controlled with the installation of a capping stack, and killed by pumping mud and cement from the surface.
